Colin Dobell

Founder and most recently CEO of Mitie’s Care & Custody, in addition to being an executive committee member of Mitie Group plc.

In 2009, he founded and funded as a “shared equity start up” within Mitie the Care & Custody business. He led it to become the leading provider of complex critical infrastructure public services in immigration enforcement to Home Office and medical examiner services to UK police forces and the NHS. It won over £1.1bn of long-term contracts and employs 2,200 people.
He was Finance Director & COO for GEO UK from 2005 to 2009. This was a start-up for the GEO Group Inc, who secured significant immigration contracts with the Home Office. Colin established the Joint venture with Amey that went on to win the majority (3 of 4) of Prisoner Escort and Court Service (PECS) contracts for England and Wales with MoJ in 2011.

From 1993 to 2004, Colin worked in Criminal Justice at Group 4, finally as Commercial Director for GSL (now G4S), which was the division of Group 4 responsible for all its public service work. His remit included: prisons, immigration, youth justice, GCHQ, Met Office and hospitals. GSL was sold to private equity in 2005 and re-acquired by G4S in 2008.

Colin has built trusted relationships through 20 years’ experience leading businesses in central government and regulated outsourcing markets.
